In the Portocarrero Hall of the Palace of the Revolution, the First Secretary of the Central Committee of the Communist Party of Cuba (PCC) and President of the Republic, Miguel Díaz-Canel Bermúdez, led the official reception of the Secretary General of the Communist Party (PCV) and President of Vietnam, To Lam, and the delegation that accompanies him.
Previously, the Vietnamese leader had placed a wreath to the National Hero of Cuba at the José Martí memorial. In this solemn ceremony, To Lam was accompanied by member of the Political Bureau and Secretary of Organization of the Central Committee of the Party, Roberto Morales Ojeda.
As part of the agenda, both leaders held official talks and later presided over the signing of seven bilateral instruments, in key areas of mutual interest.
Among them is a Roadmap between the Department of International Relations of the Central Committee of the Communist Party of Cuba (PCC) and the Foreign Affairs Commission of the Central Committee of the Communist Party of Vietnam (PCV). Its purpose is to contribute to implementing the consensus reached between the top leaders of Cuba and Vietnam, as well as the main actions and activities between the two Parties.
Exchange and cooperation agreements were also signed between the Economic and Productive Department of the Central Committee of the PCC and the Economic Commission of the Central Committee of the PCV, as well as between the Cuba Socialista Magazine of the Central Committee of the PCC and the Communist Review of the Central Committee of the PCV, as well as one between the Provincial Committee of the PCC of Mayabeque and the Provincial Committee of the PCV in Vinh Phuc.
These agreements pursue the exchange of information and experiences on the construction of Socialism, the role of the theoretical journals of both political organizations and systematic exchanges and cooperation actions, respectively.
In addition, a Memorandum of Understanding for Cooperation was signed between the Central Bank of Cuba and the State Bank of Vietnam and another between the Ministry of Public Health of the Republic of Cuba and the People's Committee of Quang Tri Province, Socialist Republic of Vietnam. The first aims to develop cooperation between the two banks and includes training and banking supervision. The second allows for the development of collaboration in the field of health and academic services, for the benefit of both peoples.
With the aim of creating the conditions for Vietnamese enterprises to invest in rice production in Cuba and encouraging Cuban enterprises, state farms and farmers to introduce changes in organizational methods and increase rice production, the Cooperation Plan between the Ministry of Agriculture of the Republic of Cuba and the Ministry of Agriculture and Rural Development of the Socialist Republic of Vietnam was initialed on the Promotion of Rice Production to Gradually Guarantee Food Security in Cuba in the Period 2025-2027 and until 2035.
In this regard, the donation of 10,000 tons of rice by the Party, the State and the people of the Socialist Republic of Vietnam to the people of Cuba was reported.
Another announcement made was the adoption of a Joint Declaration between the Socialist Republic of Vietnam and the Republic of Cuba on Strengthening Solidarity, Special Friendship and Comprehensive Cooperation in the new period.
At the end of the day, in an act full of solemnity and emotion, the First Secretary of the Central Committee of the PCC and President of the Republic, Miguel Díaz-Canel Bermúdez, awarded the highest decoration granted by the Homeland, the José Martí Order, to comrade To Lam, as an act of affection and respect.
In his remarks, the Vietnamese leader expressed his gratitude and recalled the ties of friendship and solidarity that unite Cuba and Vietnam, reiterated his resolute support for the fight against the blockade and assured that Cuba, under the leadership of the PCC, will overcome all challenges.
