After the February Revolution replaced the czar with a provisional government it at first did not extend the suffrage to women. This led to popular mass mobilizations that included a massive rally of 40,000 in Petrograd on March 19, 1917.
After these mobilizations the right to vote was extended to women, though in rural areas in practice this was often interfered with or prevented until the victory of the Bolsheviks and the eventual creation of the USSR.
