The Shaturskaya power plant was opened near Moscow in 1925 using peat as its fuel source. It was opened as a part of the GOELRO development and electrification plan and was one of the very first Soviet plants to come online.


Lenin placed tremendous importance on the electrification of the Soviet Union. He once famously said "Communism is Soviet power plus the electrification of the whole country." While this quote has often been misunderstood, it shows the essential role Lenin saw electrification -- along with other objectives like literacy -- playing in overcoming poverty and backwardness as well the divisions between town and country in the newly formed USSR.
